For her first degree, Llinos read English and Classical Studies at Cardiff University. Her under-graduate thesis was on the poem by William Blake, “Visions of the Daughters of Albion”, a work which explores rape, double standards and the curtailment of sexual freedom. During this period Llinos was also awarded a scholarship to attend the British School of Archaeology in Athens. This opportunity to study at close quarters the behaviour of Lapiths and Centaurs, together with her English literature research, has provided an invaluable contribution to the development of Llinos’ later interest in field of partnership working.
Llinos started her career in the Voluntary Sector where she held posts with local and national organisations. During this period, Llinos undertook research for an MPhil at Cardiff Business School. The research was concerned with Statutory-Voluntary Sector coordination of services for people with disabilities. It compared 4 different models of coordination, as used in different local authority areas, using a range of quantitative and qualitative measures. This included interviews with people with disabilities and their carers, in order to measure their perception of services provided by statutory organisations, national voluntary organisations and local voluntary organisations.
Llinos later moved to the Statutory Sector and held a range of senior management positions. This involved working in partnership with the Police, Fire & Rescue, Environment Agency and Health services, along with the Welsh Assembly Government and Wales Audit Office. During this period Llinos managed a range of research and community development programmes concerned with empowering people who use services, ensuring their contribution to the policy development and evaluation process. This has included developing performance management systems based on EFQM and Balanced Scorecard principles.
Continuous Professional Development
Llinos now works as a consultant ( http://www.vernon-jehu.co.uk ). She is an Associate of SOLACE, the Society of Local Authority Chief Executives, and APSE, the Association of Public Service Excellence. Llinos also acts as an Assessor for the Cabinet Office Customer Service Excellence Standard and for the EFQM based Wales Quality Award.
Llinos’ PhD research is concerned with collaborative leadership. As with her MPhil research, it is motivated by developments in government policy. In order to support her studies, Llinos has developed networks with the Centre for Local & Regional Government Research at Cardiff Business School, UWIC and Bath School of Management Centre for Action Research.
